Can a participant receive an automated email notification when the course participants status is "Confirmed"?

This is not obtainable out of the Box. I had this requirement in the past and I was able to achieve this via customization.

You can use Power automate to achieve this.
There is an entity available with name Course participants (mshr) and you use Power automate to get the value and send the email notification.
