Yes, I was receiving this same error. It has something to do with the Live ID account I originally set up to access CustomerSource and then linking my O365 account with it. I opened a private browsing window in Firefox and logged in with my Live ID account (not the O365 account) and skipped the step where it asked to link accounts.
The downloads worked after that.
What a pain.
