As I read the documentation for partitions introduced in AX 2012 R2 it states that any system administrator has access to any partition.
If i create a partition as admin(assosiated with one ad account) and try to access that partition using the command option -partition=<new partition> as another system administrator(assosiated with another AD account) I get the error message - Count not log on to Microsoft Dynamics.
anybody who can explain why that don't work.

Can you share the link or text where it explained that any system administrator would have access?
This is not true. Only registered users in AX can access. The first user (system administrator) who starts AX will be set as administrator. If you create a new partition, then again the first user who starts that partition will become the system administrator for that partition. This could be two separate users.
But as a Windows user with administrator rights, you normally don't get automatic access and privileges.
