Impact of "Delete" Action on vendor catalog ( CMR File ) on Items in Dynamics 365 FO

When a vendor adds a "Delete" action to an item in their CMR and uploads it to Dynamics 365 FO, does this remove or block the item entirely from the system or for all vendors, or is it only removed from that specific vendor's catalog? Additionally, what happens if I attempt to create a purchase order for this item with the same vendor after the CMR upload?
