Is there a way to not have users see the parent categories from the catalog when creating a purchase requisition? I thought about using the policies but vendor is not a requirement on the PR so if no vendor, the category policy does not work.

When creating a purchase requisition, you should first set the purchase category hierarchy and add vendors and products to the purchase category. Each purchase category can be associated with a specific vendor, product, etc.
However, the parent category of the purchase category cannot be hidden by searching related documents and performing the following operations.
Procurement and sourcing>Procurement categories
Procurement and sourcing>catalogs>procurement catalogs
Procurement and sourcing>Set up>Policies>purchasing policies.
