After PR is created and is in draft status no one apart from preparer can edit the PR. Even user with system admin role cannot edit PR if that person is not the preparer of the PR.
So questions is: What options are offered by D365 F&O to allow a user to edit a Purchase requisition prepared by another user without customization

In standard verson, you can only edit the PR in draft status when you are the originator.

Did u try this defining in your "Workflow step"? We can define in workflow step for edit.
