One Client wants to restrict view/selection of customer account at the time of Sales Order selection based on site. User can only view specific customers ( based on InventSite mentioned at customer master Sales Order default).

It's possible - use Extensible Data Security (XDS).
Please separate tags with comma, individual tags with spaces and don't prefix tags with #. You attached a single long tag #security #AX2012R3 #UserRights, which clearly wasn't your intention.
