I am having issues adding additional sales tax jurisdictions. If I add through the setup it updates all customers and when I add to the list I am unable to add the rate...I must be doing something wrong...any hints...

Could you please provide more details as to what steps you are going through? If you are using the setup sales tax wizard you should be adding the rate during that process, if you are entering them manually through the jurisdiction page you should also be able to enter the percent at that point.
