I have 2 users that are able to deactivate work orders as well as use the cancel work order status, however, they are unable to actually delete the work order. The work orders have no requirements attached and have never been assigned to a resource.
Does anyone have any ideas as to what could be causing this issue? Everything that I read shows the below should work - only these 2 users are having this issue. I have cleared cache, removed/added security roles back to the users without any change.

Hi,
The delete privilege of the security role is set as "Business Unit".
So have you checked if the owner of the work order records belongs to the same business unit with the two users?
If no, they cannot be able to delete the records.
You can set the privilege as Deep / Parent: Child Business Units.
If the issue has been solved, it would be appreciated if you could click "Yes" to verify my answer.
