Is there a best practice for connecting a D365 environment to Dataverse when there are multiple environments under the same Tenant?

    Yes, every environment has their own dataverse.

    So does that include Devs/Sandboxes as well? Would they have their own dataverse?

    You will have one dataverse per environment in D365.
