How do I open a support ticket with Microsoft on Dynamics AX 2012 r3?

I have tried going to: https://mbs.microsoft.com/customersource/northamerica/help/help/technicalsupportrequest and logging into CustomerSource, but it just errors out with:

Server Error in '/' Application.


Runtime Error

Description: An exception occurred while processing your request. Additionally, another exception occurred while executing the custom error page for the first exception. The request has been terminated.

From any web browser (chrome, firefox, Ie 11). Can't find a way to submit a ticket, and we have a developer wanting us to open a ticket with them.

anyone have another link or mechanism to open a support incident?
