I am able to build a single level BOM using Smart list but I can't build a single level. Does GP Smart List have that capability?

I’m not sure what you mean by ‘building’ a BOM in smart list.
Smart Lists in GP simply display data that already exists in the system. There is no functionality built into smart list that allows users to build/create a BOM (in MFG or INV). For instance, if you were going to build/create a BOM in MFG, you’d do that via Cards >> Manufacturing >> Bill of Materials. Once the BOM has been built, you can view that data in smart list.
Are you wondering how you can view specific information in relation to an existing BOM in smart list?
If so, can you expand on what you’re looking to see in comparison to what you currently see?
