I have created report in Navision 2013. I want it to add to Menu.

You need to add that to the menu suite, please check the below link for the instructions.

I am able to add report to a Menu but i want that Report should appear in Inventory->Reports

If it is in menu then you have to add at right place.

If it is on page then add in page action.

Report

You need to design the menu and then development environment will show the preview of the menu in classic view. Then navigate to the place you want to add the report and right click on the place and add the report.

Once you complete that, save and compile the menu.

When you add report, you need to choose parameter Deparmtnets - Report and Analysis
