You need to define migration design and strategy first and then you can define activities that need to be done during the implementation process.
In order define activities, you can start with defining of setups for each modul (i.e. Golden config) for example COT and account structure setup for GL module. Then you can delegate activities based on each module (e.g. Migration of customers for company A and import open balance for each customer) and assign a migration tool for each activity (e.g. Data management and Excel add-inn)

You need to discuss and agree what will be your in scope for DM, such as vendor master, customer master, opening balance, fixed assets master, bank master etc.
