In terms of the confusions around "Read" Dynamics / Power Pages does not track whether a portal user actually read the comment. It's a product gap.
If you need real read receipts, you'd have to build something custom such as:
So basically, Received Portal Comment = Someone on the Portal left a comment. That what that means.
Read Portal Comment = someone in Dynamics created the comment and marked it to be visible on the portal. (with *WEB* or whatever) And the icons and stuff can't be configured, as far as i know. I'd suggest a custom implementation if you need something better. I hope this helps?
