Is there a white paper on the requirements for TFS along with team explorer on AX 2012 R3 CU11? I don't want to be above the recommendations.

What kind of requirements do you mean? If you want to understand what you need to install TFS, refer to TFS documentation. But consider if you want to install and maintain TFS at all - VSTS is usually an easier and cheaper option.
So it doesn't matter version of TFS/VSTS we have, it will integrate into AX with no hitch?
My issue right now is that they installed TFS 2013 with Team Explorer 2017 and get an error wanting a version 10.1.... or missing dependencies.
Yes, you can use basically any version, but you must make sure that you install appropriate compatibility packs if you use a higher version of client libraries than what Microsoft used when developing AX.
Where are these such compatibility packs?
You can find them on public internet. For example, here is Visual Studio 2010 SP1 Team Foundation Server Compatibility GDR.

I am running into an error now when punching in the version control settings in the AOT.
Server was unable to process request. ---> TF400367: The request could not be performed due to a host type mismatch. Please check any connection information and verify the information is correct. The request was executed against a Deployment, Application.
TFS 2015 is officially supported:

On one forum I have read that TFS 2015 update 1 has a known issue with this error. Try patching it up to the latest version and see if that helps. Also I would refrain from running TFS using a network service, you should have set it up with a domain account. Changing it afterwards might cause issues for you with access to the TFS SQL databases.
Yeah, I have a domain account setup for TFS. I am just getting the error saying my host type mismatched. The server is correct, the project name is correct, so I am unsure of what is missing.
