When users click on the Edit Entry button to update a draft time entry or a rejected time entry the Project Service - Time Entry Edit form is not opening. It opens fine for me as an System administrator but not for any other roles. Did a permission change? Or some other change to PSA that would be causing this?

You can check if the security role that assigned to the user has sufficient permissions for time entry entity,especially read privilege.
