Where can I find the list of server locations for D365 BC in Europe and different countries?
there is none.
if you mean the cloud based BC, then your question is about azure.
the azure cloud is hosted in big server farms. the european one is located in the netherlands.

How can we define the Business Central Server Location when setting up the environment ?
You cannot choose a specific region, but the tenant is created in a region accordingly to the localization you choose (see above). A trick to know the exact location when the tenant is active is to inspect alerts on Application Insights (they will show you the exact tenant location).
