Gift voucher for free and loaded money

Hi All,

I have doubt in one scenario for the gift voucher. A customer wants to provide the gift voucher as free to peoples along with some cash. Then the peoples redeem the gift voucher, They should use only one time with a voucher. The same voucher should not allow using again. If the people purchase the more than the gift voucher amount, they should pay the remaining amount. In case, They purchase less than the gift voucher amount. The shop will not pay any balance amount or remain the balance in the voucher. Once they used the voucher, if it less or more, It will not allow to using the same voucher again.

So, How to do this scenario?
