This will depend on different factors. If you're setting up Dynamics 365 CRM, Business Central or Finance/SCM, the way to achieve this might be different. Another important thing to take into consideration is to verify if the contractor is a Microsoft Partner.
- For example on CRM, partners can request a "Delegated admin" access as documented on https://docs.microsoft.com/en-us/power-platform/admin/for-partners-delegated-administrator. This way the partner/Contractor will be able to perform administrative tasks on the CRM. There's a similar procedure for Business Central https://docs.microsoft.com/en-us/dynamics365/business-central/dev-itpro/administration/delegated-admin
However if the contractor is not a partner, you might need to create a specific user for them. Depending on the type of work they are going to do you can either assign a license or provide an administrative access (Dynamics 365 Service Administrator or Power Platform Administrator roles). This administrative access doesn't require a license but users can only perform certain activities as documented on https://docs.microsoft.com/en-us/power-platform/admin/global-service-administrators-can-administer-without-license
