In the 'Ownerid' dropdown (labelled as 'Assigned To' below) the customer is requesting any users that select the dropdown, cannot see the following owners:
I setup a workflow that threw an error when the users selected the outlined owners types, but the customer is adamant they don't want the mentioned users showing up at all in the dropdown.
Is there a way for me to do this without having to change the user's security settings? (i.e. change their business units).

Have you tried modifying Enabled User view filter criteria and for Team modify filter criteria for All Owner Teams to exclude those users and Teams?

As Bipin Kumar says, you could modify the filter of view to exclude those records.
For example, if you want to exclude those users whose full name starts with '#'. You could open the User Lookup View and add a filter like this:
Then save and publish the view.
Result:

I've applied the filter to the user lookup. Do you know if there is a way to make the owner lookup only show users and get rid of the option to see teams?
I could edit the team lookup view to show no data, but it would be better to remove the option to see teams all together.
