best practice for building partner portal

Hi All
 
I have more than 120 partners, and I want to build a partner portal to provide product information, sales policies, commissions, and partners to record customers, create orders, and confirm receipt of goods.
 
The best way to build this partner portal is to use
  1. Power Page
  2. Power App
  3. or some other low-code solution.
