Can't change project group

AX 2012 R2 CU7:

All documentation for this version says I should be able to change the project group, yet AX won't let me.  It generates an error that makes no sense:  "The project group cannot be changed because costs are posted to a balance sheet account for hours transactions."  I created a project # PROJ-30063 called "Time Reporting Project" using a project group "Admin" tied to project type Time Project.  Time projects are supposed to be for time reporting only.  For hours transactions, the Time Project config is set to "never ledger" which means that no ledger entries are supposed to be created.  I have created only one transaction against this project.  It's an hours journal for one worker (me) for 5 hours. It passed validation and I posted it.  Then I tried to change the project group on PROJ-30063 from a Time Project to an Internal, and I get the above-mentioned error.  Why?  It seems like the documentation says one thing, but something else is really happening.

    Unfortunately I do not have access rights to the AOT, and unlike SAP, DAX does not give a read-only table browser.  I don't know why since that would make my life easier since some clients won't give AOT access to their implementation consultants.

    Found problem:  Certain types of source transactions are not supported in destination project type.  For the hours transaction I posted, the documentation says "Hours [transactions], if Never ledger is selected in the Post costs - hour field in the Project groups form."  Never Ledger was the setting on the source transaction since ti was a Time Project.  The destination project type Internal apparently doesn't accept these.

    Hello Howard,

    The code that checks the change verifies if the projEmplTrans includes a record and creates the error message you describe if one exists. If you have the access rights to the AOT then please check the ProjGroupChange class to double check. Overall, I would say that you cannot change the your time project group once a transaction has been recorded.
