Dual Write Licenses: Create synced Records in CRM

I guess both answers will be "no" but I just want to make sure...

if a User in CRM creates a new Contact and this Contact is synced to FO via Dual Write, does this CRM User also need to have a FO licence?

if a User in CRM creates a Work Order and this will be synced as a Project into FO (DW interface does the mapping), does this User needs to have a FO licence?
