We are having a hard time trying to figure out how to get dependents on a medical plan.

Which step are you stuck on? Could you elaborate more about this?
You can select 'Dependent' for contact type in related plan type. And choose the coverage options which are used to define the relationship between the dependent and employee.

When we go into Benefits Management and apply the benefit to the worker it wont let us apply any of our plans that have dependents. It says that we don't have a personal contact selected as a dependent. When we go into the personal contacts of that employee and select enrolled plan it is blank and the new button wont let you click it.

Firstly, you need to add the dependents for this emloyee in Personal contacts. Attention: the valid date for this dependent must be before the valid date of benefit plans. Then the dependents will appear in the list.
Secondly, go to this employee form --> Personal information tab --> Worker benefit plans. Follow the marked steps.
Finanlly, you will find them in the Enrolled plans in Peronal Contacts form.
