GP 2015 R2 - Web management Console

We recently upgraded to GP 2015 R2 from GP 2010. Web client is up and running. However, when I attempt to start the management console I get the following error. I checked and I have the HTTP set in .net 4.5 What else can I try? I thought I heard that this problem could occur if the user accounts I was using did not have rights to the folder where the snapins are located. Any help is greatly appreciated.

Sorry I had thought I had included a screen shot. The error is Unable to access SnapIn config data store. Session Management SnapIn will not be loaded
