Project Maintenance - no longer asking if you want to roll down changes

Prior to the update we installed last year, whenever I changed the status of a project from it's initial status of 'Estimate' to 'Open', I would get a pop up asking if I wanted to roll down the changes to all the cost category lines entered in the budget. This would allow me to open just a single line in the budget, as opposed to having to open all lines at once (this was helpful when I needed to start charging to one specific line, before I had a chance to enter the budget). 
 
Now, as soon as you move a project status to 'Open', it automatically rolls down, opening all lines in the budget. Unfortunately what that now means, is if I need to start charging to a cost category in a project before I enter the budget, when I finally do go to enter it, I have to move each line back to Estimate, and then I get a warning pop up asking if I want this to be reflected in the forecasted numbers. It's a whole bunch of extra steps, with many opportunities for human error. 
 
I'm wondering if there is something in my user settings somewhere that would set the default to always ask to roll down changes. Any assistance/guidance would be greatly appreciated!
