This can be achievable through customization, You can check with your technical.
While submitting Purchase order workflow.
Get Purchase requisition number from the same purchase order - Purchase order lines.Purchase requisition(Consider line no.1 alone).
once the purchase requisition number identified, check the last comment in Workflow status of the same Purchase requisition workflow.
Show the same comment in a dialogue box while submitting the purchase order workflow.
