This system has such a plugin associated to a third-party process but, there are no steps.
 
How does a plugin assembly do anything without any steps set up?  Or, perhaps the steps have been deleted and the plugin is inert.

    OK then, what is the reason for building an action that triggers this plugin using Xrm.WebApi.online.execute() instead of the listener?
