Is there an out of the box DMF template for uploading project EXPENSE transactions? (so creating journal lines with PROJECT account type and LEDGER (or VENDOR) offset account type?
Effectively the transactions you can create on the Project Expense Journal form.
what is the ID of that template?
and a general question - how can I search the available templates?
To prepare template, you need to export data out of D365. Follow steps below:
1. Go to Data Management workspace
2. Click Export, enter details
3. Add data entity i mentioned above in lines (There is filter option, try to add filter or it will export all transactions from the system, enter journal batch number here, pick from expense journal screen" During addition of entity, make sure you set field setting to "Only importable fields".
4. Click Export on top and it will export the file. Download the file .
Take this file, delete data from row 2 onwards. This is your template that user can fill.
Now you need to import:
1. Go to data management workspace
2. click import
3. click add file and browse the file, select entity from entity dropdown.
4. click import
5. wait for it to finish, data should be in AX.
Above are basic steps, if you haven't done this earlier take your time to figure out based on high-level steps below.

what do I need to do in order to generate an Excel template out of this data entity, a template the user can fill with the upload data?
To search, go directly to entities under data management and try searching module, filter and then review the entities. That's one way of doing it.
Another is if you have access to VS, then based on form you are trying to import data, find table name. then select table and click view references. then review results that start with Dynamics://dataEntityView.

Use template "Project expense journal lines" to import journal lines for Expense transactions. One side can be project and another side is GL.
