Did you try setting the check number method to free? Navigation : Cash and bank management > Bank accounts > Bank accounts > Setup > Layout > Check.
yes I had do this but issue is not resolved.
It looks like your attempting to use a number beyond what the system is capable of (32-bit integer has an upper limit of 2147483647). A quick search on your error led me to these forum postings and documentations on AX (which are still applicable to D365 as the limit has not changed).

Basically, you can create an extended data type (64-bit integer) to be used for checks, but there's likely more customization involved to get the desired results. Hopefully the above posts are helpful in that regard!
Why are you trying to generate check number in this range 164654...... let's say if you want to generate 10 check numbers, put the Qty. 10 and specify starting check from 600. System will generate for you check numbers from 601 to 610.
Just make sure, in your check layout setting, check number method is set to "Fixed"
