Yes, you can move from Subscription model to Perpetual model anytime. Refer more to the table here: community.dynamics.com/.../dynamics-nav-2017-vs-dynamics-365-microsoft-executive-q-amp-a-at-directions-emea-2016
Yes, you will need to change your license model by contacting your partner or to Microsoft.
