I have enabled LinkedIn Sales Navigator on my CRM and also enabled the CRM Sync.
The other functionality like Activity Write-back works properly but the photo refresh feature does not seem to work.
The feature says, it syncs the latest profile photos of matched leads with CRM. However, in my case for a matched CRM contact the Profile photo did not update from LinkedIn.

It seems it will only update leads profile photo. In blog it is specifically mentioned for leads
Automatically sync profile images for matched leads
For leads that are matched to a LinkedIn member profile, the system can automatically sync profile pictures from LinkedIn. However, the profile pictures are only stored for 24 hours and sync daily.
In Dynamics 365 Sales, go to Settings > Business Management.
Select LinkedIn Sales Navigator.
Select the Photo refresh control.
Select Ok to activate the sync of profile images.
To enable the profile image sync, you also need to enable Sales Navigator CRM sync in the LinkedIn Sales Navigator settings. For more information how to enable CRM sync, see Integration between Sales Navigator and your CRM.
Please note that only profile pictures for matched leads can sync from LinkedIn
