DateTime for specific date saves as another date

On several datetime fields in our system, the date 4/24/1983 converts to 4/23/1983. It happens whether the date picker is used or the date is typed in by the user. 
I created a new field on a form and it doesn't happen. 
It is happening both on fields that have formulas/events and those that don't have any events/formulas created.
I can't figure out how to remove that limitation on existing fields or even where to start.
Any ideas?

Thanks for the ideas on where to check. 
- I looked at it in a view and it shows 4/24/1983, but on the form it shows 4/23/1983 and switches from 4/24/1983 instantly. As if there is a formula or javascript enabled.
- I changed my time zone from MT, but it didn't change the behavior
- It only occurs for 4/24/1983
- It happens for multiple entities, but not all the dates
- It happens for Date only and Date and time fields
- All the fields are Simple field type, User Local behavior, IME Mode auto. 
- No form libraries or events are included on the Field Properties.
- Web, Phone and Table are enabled on the Controls tab for Text Box (default). 
 
I ran console in Chrome and it shows that it is an unhandled exception in the javascript. / UciError: Cannot save due to no dirty changes./

    We analyzed the information you provided, but unfortunately we were unable to reproduce you your problem.
     
    Would it be convenient for you to answer the following questions so that we can better understand your issue?
    1. Does your issue only occur on the special date 4/24/1983, or does it occur on this other date as well?
    2. Does your issue exist for all existing DataTime fields in all entities, or only for specific entities?
     
    In addition, according to the official documentation, your problem may be related to the time zone conversion in UTC format, please refer to the documentation linked below.
