Marketing form missing meta tags After Wave 2 2020

When I create a new marketing form and choose to skip the template, the form is not setup correctly - the Toolbox is missing the base layout and there is no ability to add Columns etc (Columns tiles not visible in the Toolbox, other tiles are but not usable as no Sections/Columns).

This has occurred over the weekend (when Wave 2 updated things).

There might be some product issue, if you can reproduce issue at OOB environment you can raise request with Microsoft using below:
