Way to set all users to read only access

After migrating to D365, users would like to keep the AX2021 around to query old data. Is there a way to make all users account in AX2012 read only with the same roles they currently have?

So far everywhere I search says can't be done. If that is true, Is there any other way this can be accomplished? User can view but can not make changes to aby data.

The current user access may have admin privilege using that they can modify the data. I think the best approach would be you can create a new role with read only access and assign new roles to the users to avoid any changes to the data.
