Thanks, agree, can't find it as an out-of-the-box function anywhere, even in documentation.
We have it appearing on our Opportunities form. However, there is no sign of it on the Power Apps table definition, or even the legacy version.
Somewhat head scratching that stuff can magically appear without the control of the tenant/system administrator.

The first thing I can say for sure is that this is not an out-of-the-box feature.
It has only been found on LEAD forms so far, and I think it is a feature that is not available to the public.
The alternative I can think of is to create a custom button that brings up a notification box when it is clicked.

As far as I know, there is no such OOB functionality but you can develop it using PCF or Html/JS webresources.
Alternatively, you can use one of the solutions available on the market - www.visualsp.com/.../
