Important note to add is that the VM is pre-configured with trial licenses for OS and SQL. You can re-arm a few times. Note that you cannot use Visual Studio on this development machine if you don't have an appropriate Visual Studio license.
You need to be a part of an organization that is either a D365FO customer or partner. Then you have access to dev VMs in Lifecycle Services. If you are not a customer or a partner you can't get a dev VM.
You should have at least windows 10 and RAM of 16 GB to install VM(Hyper V).
Alternatively sign up on lcs and download the vhd from asset library
