We are at the beginning stages of implementing D365 and are beginning to setup User Roles. I am looking for best practices / templates / suggestions on the best way to approach this.

I assume you mean roles in D365 F&O (Finance, SCM), not roles in D365 Sales, right?

You are pretty early in the project, so I recommend having a look look into the Success by Design implementation guides for some starters: https://learn.microsoft.com/en-us/dynamics365/guidance/implementation-guide/security

As far as I remember, it's in section 12 of the downloadable guide.

In addition to the implementation guide and the official Microsoft Docs articles, there are some really good community blogs. This is my favorite in terms of security: https://dynamicspedia.com
