Instructions on how to create a report, duplicate or modify, register it, and configuring it.

Where can one get specific or detailed instructions on:
  1. How to create a new design of the packing slip report.
  2. How to duplicate or modify the SalesPackingSlip report. 
  3. How to register a report in print management.
  4. How to configure it in print management.
Can anyone let know where to click to do this? and or what tools can be used for this?
 
Need more details and specifics than PrintMgmtReportFormatPopulator and PrintMgmtDocType.getDefaultReportFormatDelegate.
