Run workflow in only one direction

I have a workflow which checks if a particular field(parent account) has been filled.

This workflow is in Qualify Lead of a process.

A side effect of this is moving from Qualify Lead to select Lead also requires parent account to be filled.

Any suggestions on how to run this work flow only when moving forward and not backward to Select Lead stage?
