Hi Ratte,
There could be many different reasons for this behavior.
If and when I have issues with security, I do these things to help:
I do a hard refresh on my browser (clear everything out and sign in again) or use a different browser that day.
The user that I am testing the changes, I log out and in back again at every stage (whenever I change security roles for instance)
If the issue persists, I recommend opening a ticket with Microsoft to see what might be the issue.
