2019 Year End Update - New Functionality Listed for Update Not Available

We just installed the year end update.  We went from 16.00.0641 to (listed in the below link as KB4046341 Year End 11/19/2017) to 16.00.0814 (shown in the same link as KB4528417 Year End 11/18/2019.

To confirm the update was installed, we opened the Payroll Setup window (Microsoft Dynamics GP menu >> Tools >> Setup >> Payroll >> Payroll) and checked the Last Year-end Update date (which was 11/18/2019).

We expected to see the option to 'Enable Long Description in Payables Transaction Entry' in the Payables Management Setup window (see attached screenshot) after the update, but it is not there. 

So here are my questions.

(1) Does the fact that new functionality associated with the update is not available to us mean we need to install each of the updates between 16.00.0641 and 16.00.0814 in order for the functionality in the newest update to be available to us?  (1B) If so, what do we do at this point to correct the situation?  (1C) If not, does anyone know why we would not see the above as a setup option now?  Per the 'What's New' information found in the following link, it appears as if installing the update should have been enough.

(2) Most importantly, are we ok to proceed with the installation of the payroll tax updates if/when they are released tomorrow with things as they are now?

Any help you can provide would be greatly appreciated.  Thanks in advance for your time and assistance.

    Hello,

    Long Description in Payables Transaction Entry is actually a feature that was only added to the Microsoft Dynamics GP product, which is the new version of Dynamics GP that uses the modern lifecycle.  This functionality was not ported back to previous versions (GP 2018, GP 2016).  The version of this new product is currently 18.2.xxxx.

    Having said that, I don't see that there's any reason why you wouldn't install the payroll tax updates at this time.
