Create Order is Sometimes Missing

Hello,

I am running into an issue when I try to create an order from a quote record. After creating and saving the Quote record, I press on Activate Quote. Nevertheless, sometimes the 'Create Order' Button is showing and sometimes it isn't.

In the example below, 'Create Order' is not available and I am stuck as I can neither edit the quote since it is now active, and I cannot move forward to order:

How can I solve this issue? Has anyone encountered something like it? Should I do/check for something in the ribbon workbench?

Firstly, make sure that which app you are using?

Then you can check if there are any rules on the button through Ribbon workbench tool:
