Hi Currently In an environment all I can see is Forms, I have had this issue in the past but cant remember the resolution.
We do have D365 licence so forms Pro should be free are the steps to enable forms pro the following:

I have found a way to enable Forms Pro providing they have a D365 Licence by logging in to Forms> then selecting the user settings> then Upgrade to Forms Pro

Yes, your way is right.
Forms Pro is included with Dynamics 365 Sales Enterprise, Dynamics 365 Customer Service Enterprise, Dynamics 365 Field Service, Dynamics 365 Marketing, Dynamics 365 Talent, Dynamics 365 Project Service Automation, Dynamics 365 Operations, and Dynamics 365 Relationship Sales. Other Dynamics 365 customers can purchase Forms Pro separately.
A tenant with a Dynamics 365 enterprise license has 2,000 responses per month included at the tenant level (irrespective of how many seats the tenant has).
To enable Forms Pro:
Sign in to Forms.
Select your username from the upper-right corner of the page.
Select Switch to Forms Pro.
