Allow user to manage certain queues' members

I've been asked to let one user manage (add/remove) the members of certain queues. Does anyone know if that's possible and, if so, how I can achieve this? I don't want to make that person an admin unless I really have to.

Our CRM has been set up so all users are in the same business unit, so I'm hoping there's a solution that doesn't involve rights based on business units...
