Create a custom duty and remove privilege " Post general journal entries".
so User can create General Journal normally but cannot post it.

If you want to restrict persons from posting the journals, you need to create a new custom duty which will have the privilege for maintaining journals in it, but not the posting privileges. You can copy the existing duty 'Maintain journals and transactions' and change the copy to meet your requirements.

If you setup and link a group to the journal blocking feature then you can prevent people that do not belong to this group from creating this journal. Please see the following screenprint:

Hi,
You need to check the menuitems for each posting buttons.
Then you need to see which roles give access to the menuitems by right click on the menuitem >> Add-Ins >> Security tools >> View security related roles.
After that you need to remove those roles from your users.
