Hello,
I am working on some scenarios in our staging environment for our RSO implementation into our live environment. My most recent run considered 102 requirements invalid with the reason being "Booking or Requirement Inactive". Sounds simple enough except the requirement is active and there isn't a booking. Below is a screen shot of an example.

Yes, there is and I have used and it the message that came up indicated that there was more than one resource requirement in the system. I checked in two different views and sure enough there were two requirements. One with the that inactive status in the view that my scope is utilizing and another in a different view. I assume that is why my status on the one is inactive. How can there be two resource requirements for the same work order though?

Sometimes the Schedule Assistant is accidentally triggered (Click the "Book" button placed on the Ribbon bar) to scheduling the same work order for different resources.
If you want to avoid misoperation, you can schedule the work order in a different way.
