Set Default Timezone for Everyone?

I know users can update their time zones individually... but is there a way to set a default time zone for everyone?

    User Settings Utility inside XrmToolBox

    You can update the bulk user settings via User Settings Utility in XRMToolBox 

    Please refer the below screenshot.
