I want to create quiz page on portal and after creating the entity and some fields on Power Apps, in future admin can edit the questions and create new questions on portal only. Is it possible to do on portal only without using Power Apps?

I'm afraid you can not. It would be required to create a field in Power Apps portal first.

My requirement is Admin can only create and edit fields/questions on the portal, without having to go to the development side. I want to create quiz portal.
